ABOUT GAIN

The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the UN in 2002 to tackle the human suffering caused by malnutrition. Working with both governments and businesses, we aim to transform food systems so that they deliver more nutritious food for all people.



At GAIN, we believe that everyone in the world should have access to nutritious and safe food. We work to understand and deliver specific solutions to the daily challenge of food insecurity faced by poor people. By understanding that there is no “one-size-fits-all” model, we develop alliances and build tailored programmes, using a variety of flexible models and approaches.

We build alliances between governments, local and global businesses, and civil society to deliver sustainable improvements at scale. We are part of a global network of partners working together to create sustainable solutions to malnutrition. Through alliances, we provide technical, financial and policy support to key participants in the food system. We use specific learning, evidence of impact, and results of projects and programmes to shape and influence the actions of others.

Headquartered in Geneva, Switzerland, GAIN has representative offices in Denmark, The Netherlands, the United Kingdom, and the United States. In addition, we have country offices in Bangladesh, Ethiopia, India, Indonesia, Kenya, Mozambique, Nigeria, Pakistan, and Tanzania. Programmes and projects are carried out in a variety of other countries, particularly in Africa and Asia.

BACKGROUND

The Global Alliance for Improved Nutrition (GAIN) is issuing this Request for Proposal (RFP) and will be the administrative lead organisation for this RFP.

The purpose of this RFP is to engage services of a Service Provider to co-develop advocacy training module and toolkit with youth organization to support adolescents aged 10-19 years old on influencing stakeholders for better food labelling in Indonesia. In 2019-2020, GAIN Indonesia implemented the Saya PEMBERANI – Saya PEMBaharu gERAkaN gizI (“I´m Courageous – I’m a Changemaker in Nutrition Movement”) Challenge as a multi-pronged approach to improve the lives of adolescent girls and boys by increasing their agency around their consumption of nutritious and safe foods. Focused in the Surabaya City and Jember District, the program conduct a pitch competition in February 2020 and select 10 ideas as the winner. One of the winning ideas is Komunitas Pelajar Peduli Gizi,(Komunitas PPG) an idea to improve the quality of processed food sold in their area. They initiated the food labelling check on seeking healthier option, particularly checking the existence of “healthier option logo” on the front of pack labelling. They are inviting and engaging other adolescent groups to join the food labelling check movement, one of them is Aliansi Pelajar Surabaya (APS).

SCOPE OF WORK AND DELIVERABLES

In addition to Komunitas PPG and APS, GAIN Indonesia has identified a youth organization that has interest on food labelling as a collaborator for co-developing the youth advocacy training module and toolkit. The Service Provider is required to work closely with this organization(s) in every step of the design process.

Tasks:

Sourcing advocacy toolkits, training modules and conducting background research on examples of existing advocacy training module in related areas, including “Youth Leaders for Nutrition: Adolescent Nutrition Advocacy Guide”, “Advocating for change for adolescents! A Practical Toolkit for Young People to Advocate for Improved Adolescent Health and Well-being” and other potential advocacy module for adolescents in the country, such as “Modul Membela Teman Sebaya”.

In-collaboration with the youth organization:

  1. Propose the advocacy training module and toolkit outline.
  2. Develop complete advocacy training module.
  3. Test the advocacy training module and toolkit with adolescent groups.
  4. Develop a pre-test report with specific recommendations for improvement of the training module and toolkit.
  5. Finalize the advocacy training module and toolkit based on the pretesting results and GAIN´s feedback.

Objectives

To co-develop with a youth organization an advocacy training module that can be used to increase capacity of adolescents in understanding advocacy processes, techniques and its application in influencing policies and actors to improve food labelling.

INSTRUCTIONS FOR RESPONDING

This section addresses the process for responding to this solicitation. Applicants are encouraged to review this prior to completing their responses.

BUDGET

Applicants are required to provide GAIN with a detailed fee percentage proposal. The final budget amount will have to be approved by the organisation prior to starting the project.

FORMAT FOR PROPOSAL

  1. Interested applicants should prepare a brief proposal (maximum 5 pages) that includes:
  2. Description of strategy with clear activities and process for conducting this consultancy. The proposal needs to provide rationale behind the proposed strategy.
  3. Activities and timeline: A timeline for undertaking and completing the main activities, including planning, implementation, and reporting, should be provided. A Gantt diagram is preferred.
  4. Budget: Provide a budget in IDR Rupiah, broken down by main cost categories (Personnel, sub-contracts, travel, operational, and indirect costs) and by main activities. Include a brief narrative justification for line items included. The budget should be inclusive of all taxes/VAT and indirect costs.
  5. CV of the team who will be assigned for the task-highlighting recent relevant experience and references; and
  6. A completed ‘Offer of Services’ form (see end of RFP for template).

SUBMISSION AND DEADLINE

Completed proposals should be submitted in electronic format to GAINIndonesia@gainhealth.org by email by 24:00 pm WIB on 14 February 2021. Proposals may be postmarked on the due date, provided that an email of the proposal is submitted by the deadline.
